Citation counts and local ranking statistics

Published measurements do not establish a citation count that produces a particular local ranking. Google says local results are mainly based on relevance, distance and popularity.1 The 2026 Whitespark survey and BrightLocal's 2016 survey recorded expert judgments.23 Neither source reports a business-level citation inventory matched to observed rank positions.

The definition changes what gets counted. Moz includes partial or complete online mentions of a business's name, address and phone number.4 Whitespark separates structured directory listings from unstructured mentions on other sites.5

What does a citation count actually count?

A citation count is an inventory produced by an inclusion rule, not a standardized property of a business.

Moz defines a local citation as an online mention of a business's name, address and phone number, either partially or completely. Moz lists directories, websites, apps and social platforms as possible sources.4 Whitespark calls a directory listing a structured citation and a business mention on a blog, magazine or newspaper an unstructured citation.5

Definition or formWhat it includesWhat the count describes
Moz's local citation definition4Partial or complete online mentions of a business's name, address and phone numberThe inventory under a broad mention-based definition
Whitespark's structured citation5Business information on a business-listing directoryDirectory records counted as one citation type
Whitespark's unstructured citation5Business information on another type of site, such as a blog, magazine or newspaperEditorial or other non-directory mentions counted as another type

The local citations explanation covers the customer-facing reason to check these records. A number without its definition cannot be compared fairly with a number that uses different source types or inclusion rules.

What does Google publish about citations and local ranking?

Google publishes broad local-ranking factors and information-source classes, but it does not publish a citation-count target.

Google says local results are mainly based on relevance, distance and popularity. Its guidance explains relevance as how well a profile matches a search, distance as the distance from the searching customer, and prominence as how well-known a business is. Google says prominence is also based on information such as how many websites link to a business and how many reviews it has, and that more reviews and positive ratings can help local ranking.1

Google separately says that Business Profile information is compiled from publicly available information, licensed third-party data, user contributions including owners, and information based on Google's interactions with a local place or business.6 Those source classes explain where profile information can come from. They do not convert a citation inventory into a ranking position.

Google also says there is no way to request or pay for a better local ranking and that it keeps search-algorithm details confidential.1 The Google local-ranking guidance is therefore the platform's public boundary, not a citation-count formula.

What did the 2026 Whitespark survey measure?

The 2026 Whitespark survey measured expert scoring: 47 local-search experts reviewed 187 factors and scored them from 0 to 5 across four areas.2

Advice Local's public record of the survey reports separate citation-signal groups for different search surfaces. The percentages summarize the panel's scoring, not the share of ranking explained by citations.2

Search surface or factorReported resultSample and methodWhat it measures
Local Pack and MapsCitation Signals: 6%247 local-search experts reviewing 187 factors and scoring them from 0 to 5The panel's estimate for a citation-signal group on this surface

Citation-related factor ranksQuantity of unstructured citations: #7; quantity of unlinked brand mentions: #12; quantity of citations from industry-relevant domains: #157Whitespark's companion commentary on the 2026 expert surveyThe relative order of distinct attributes in the survey, not a recommended number of citations

The survey keeps quantity separate from quality, authority, unlinked mentions and industry relevance. A factor rank does not show that adding one citation causes a ranking change. What did BrightLocal's 2016 citation survey measure?

BrightLocal's 2016 survey asked 21 local citation experts 17 questions about citation relevance, business importance and citation-building or cleanup practices.3

One question asked how many citations a new business should build in its first 1 to 2 months. BrightLocal reported three equally sized response groups:

Expert responseShare reportedWhat the result shows
Build 30 to 50 citations29%3One recommendation held by part of the expert panel
Build 50 or more citations29%3A different recommendation held by the same-sized share
It depends on the site29%3A context-dependent answer held by the same-sized share

These responses show disagreement among experts. They are not measurements of how many citations businesses had, how businesses ranked, or what happened after a business added a citation.

Why does no universal citation-count target follow?

No published result here links a measured business-level citation count to an observed local-ranking position.

Google's public guidance lists relevance, distance and popularity and discusses links, reviews and positive ratings under prominence.1 It does not state a minimum citation count. The 2026 Whitespark figures are expert estimates grouped by search surface, while BrightLocal's figures are expert recommendations from 2016.23 The two surveys answer questions about professional judgment, not a controlled comparison of businesses and rank positions.

The count itself also changes with the inventory rule. A number that combines directory records, partial mentions and editorial mentions is not the same measurement as a directory-only count. Keep the definition, source types and read date beside any citation inventory you compare.

The local search ranking checklist can help keep an observed rank check separate from a citation inventory. Treat both as dated measurements with their conditions attached, not as a promise of a particular position.

What this does not show

What do these measurements not tell you?

Use the number only with its definition, sample or method, surface and date. That is what makes a citation statistic citable.

These measurements do not tell you that adding a fixed number of citations will move a business to a fixed local position.

  • The 6%, 7% and 13% figures summarize the survey's citation-signal groups for three surfaces.2 They are not observed shares of rank variance.
  • The 29% response groups are recommendations from 21 experts in a 2016 survey.3 They are not a requirement set by Google.
  • A citation count is not comparable across studies unless the definition and included source types match.
  • Google's public description names relevance, distance and popularity and says it keeps algorithm details confidential.1 It does not publish a citation threshold.
