What the format actually shows
A unit is deliberately plain: business name, star rating, review count, years in business, opening hours, a badge, and a button that calls or messages. There is no written advertisement anywhere in it. What persuades the reader is the same profile evidence that decides an unpaid local result3.
The badge, and what stands behind it
Google Guaranteed and Google Screened are the two badges, and neither is decorative. Before either appears, a provider passes checks that can include licence verification, insurance confirmation and background screening of the business or its staff, run by third parties Google contracts for the purpose1.

Who is eligible
Availability is drawn narrowly, by country and by category. The programme was built around home services and has widened into legal, financial and care categories, unevenly and at different times per market. A trade that is not on Google's list for its country cannot buy the placement at any price1.
How the billing model differs
Ordinary search advertising charges for a click, so a curious visitor who leaves immediately still costs money. This product charges for a lead: a phone call of some minimum length, a message, or a booking. The advertiser sets a weekly budget and can dispute leads that were plainly not genuine enquiries2.
What decides the order
Google names several ingredients for ranking within the format: proximity to the searcher, review score and volume, responsiveness to enquiries, the hours a provider is reachable, and complaint history2. Answering the phone is therefore a ranking input, which is unusual and catches most newcomers out.
Where it sits relative to everything else
Three blocks stack on a local search. This one comes first, ordinary paid search may follow, then the map pack, then the organic links. A single reader can pass all four in one screen, which is why performance in one block is a poor guide to performance in another.
Why a lead is not a customer
The billed event is contact, not work won. A misdialled call, a caller outside the service area, a job the provider does not do. Several of those are disputable, and the rest are simply the cost of the channel. Judging the product on lead volume alone flatters it substantially.
The relationship to Google Ads
Local Services Ads and Google Ads are bought from the same company and reachable from one account, yet they are separate systems with separate rules, reporting and eligibility. Experience with keyword advertising transfers less than expected, because there are no keywords in this format to write, bid on or exclude.
Verification is a standing obligation
Passing the checks once is not the end of it. Licences expire, insurance certificates lapse, staff change, and a provider whose paperwork falls out of date loses the badge and the placement together. The programme therefore has an administrative burden that ordinary advertising does not, and it falls on somebody every year.
What it is not
The product is not an endorsement of quality, whatever the badge suggests; it is a check that documents exist. It is not a substitute for a Business Profile, which the provider still needs. And it is not available everywhere, which makes most published advice about it wrong outside the country it was written in.
The reader who sees it
Whoever meets this format is usually at the end of deciding rather than the start. Somebody with a leak, a lockout or a deadline reaches for the first plausible number on the screen and calls it. That urgency explains both the format's plainness and why answering the call matters more than anything written.
What tends to go wrong
The common failures are administrative rather than strategic: verification documents that expire, a service area drawn too wide, a budget capped so low the profile stops being shown by mid-week, and unanswered calls. Each one looks like poor performance and is actually an unattended setting.
