Google decides local placement on 3 factors it publishes: relevance, distance and prominence. Only relevance and prominence respond to work anyone can do, distance belongs to whoever is searching, and Google states there is no way to request or pay for a better local ranking.

Is local SEO worth it for a small business?
It depends on whether customers find the business through a map at all.
