What changes when a franchise appeals Google Business Profile suspensions across 10 or more locations?

By Sergey Sulimko, Founder5 min read

A franchise enters Google's bulk-reinstatement flow, but the decision record stays location by location: the packet identifies every profile, while the appeals tool reports the selected profile's status and decision email.

A franchise adds a portfolio record for every location. The franchise profile model and the general multi-location answer cover the surrounding access and identity decisions; the Google Business Profile suspension appeal checklist is useful for preparing the evidence.

What changes when a franchise crosses into bulk reinstatement?

The bulk branch changes how the franchise assembles the submission, not what a successful decision means for each location. Google documents the bulk question after a profile is selected. Its help page describes appeals for more than 10 profiles, while the tool asks whether the requester wants bulk reinstatement for 10 or more suspended locations.1

Use a location-by-location decision table before anyone submits:

Franchise situation Record for the franchise team Boundary to keep visible
The tool presents the bulk-reinstatement question Mark the selected profile, the bulk choice, and the Business Profile ID for every suspended location in the spreadsheet.1 The threshold opens a submission route. It is not an approval for the whole portfolio.
Evidence is prepared for the location set Keep one location record with its ID, business name and address, document list, and submission state. Google lists registration, license, tax, and utility documents as examples.1 The name and address on each submitted document must exactly match the registration.
A decision must be followed after submission Keep the location record ready for a per-profile status check and decision email. Google says the tool updates status only for the profile selected at the start, and the other profiles in the spreadsheet do not receive status updates there.1
A location has a separate content restriction Mark profile suspension and content restriction as separate issues. A suspended or disabled profile must be reinstated before its content decision can be appealed.2

This table is the franchise-specific addition: the spreadsheet is the submission index, while the internal ledger prevents a selected profile's result from being mistaken for a fleet-wide result.

What should a franchise put in the evidence packet?

Build the packet around each location's identity, then retain the submission state beside that identity. Google requires the Business Profile ID for each suspended location in the bulk spreadsheet. Its examples of supporting evidence include business registration, a business license, tax certificates, and utility bills. The exact name and address check applies to each document submitted for the appeal.1

For the franchise's working record, keep these fields together:

  1. Location identity: brand or division, real-world business name, address, and Business Profile ID.
  2. Evidence match: the document type and a check that its business name and address match the registration.
  3. Submission state: whether the spreadsheet and optional files are ready, submitted, or held for correction.
  4. Decision state: the status shown when that specific profile is selected in the appeals tool, plus the decision email state.

The document types are evidence examples, not a guaranteed reinstatement bundle. The packet is still subject to Google's review; the tool's status and decision email are scoped to the selected profile.1

How should a franchise read status after a bulk submission?

Read the appeals tool one profile at a time and copy its result into the corresponding location record. Google lists these status labels for the selected profile.1

Status shown for the selected profile Franchise ledger treatment
Submitted Keep the location open while Google reviews the appeal.
Approved Record the approval for that profile only.
Not Approved Keep the decision attached to that location rather than closing the whole portfolio.
Can't be appealed Record the exact status and the profile it belongs to.
Eligible for appeal Treat the location as eligible according to the tool's displayed state, not as a portfolio decision.

Do not close every location in the ledger because one selected profile shows Approved. The tool's selected-profile boundary means the franchise must keep unresolved locations visible and check each profile the tool allows it to select. One decision email also belongs to the selected profile, not automatically to every row in the spreadsheet.1

What changes when a suspended location also has a content restriction?

Separate reinstatement from the later content appeal. Google says a suspended or disabled Business Profile must be reinstated before content decisions can be appealed. Its regional table sends a US or other rest-of-world business to the appeals tool for profile suspension, but to Contact us for a rejected business-information edit, restricted media, or another content restriction. The UK and EEA branch uses different entries for some of those content decisions.2

The franchise ledger should therefore carry an issue type and region beside the profile status. Do not use a content-restriction route to stand in for a suspended-profile reinstatement, and do not apply the US route automatically to a UK or EEA location.2

What changed in the bulk appeal flow reported on October 8, 2026?

The dated trade report describes an earlier bulk question and a reported upload observation, but it does not establish a universal Google file limit. Whitespark reported on October 8, 2026, attributing the observation to Vinay Toshniwal, that the bulk-reinstatement screen appeared earlier in the flow, that selecting “no” led to evidence upload, and that selecting “yes” reportedly allowed 20+ files in that observation.3

Keep the report date and attribution in the franchise's change log. Treat the 20+ figure as an observed workflow detail from that report, not as a Google-stated allowance or a promise that every account sees the same screen.3
