Business Profile Manager is Google's management surface for managing multiple Business Profiles at the same time, including the sign-in and import workflow for a bulk upload spreadsheet.1

Google's bulk-upload guidance names Business Profile Manager for multi-profile management, but it also says a single Business Profile can be managed on Google Search and Maps. In a bulk workflow, a user signs in to Business Profile Manager, selects Add profile and Import profiles, fills the spreadsheet, and includes all businesses being managed before upload.1
For example, a multi-location business can use one spreadsheet to prepare changes across its profiles. Each business row needs a unique Business code. A column with a heading but no information under it can delete existing information in that column when the spreadsheet is uploaded.1 The Google Business Profile store code entry explains the account-side identifier that the spreadsheet uses.
Business Profile Manager is not an ownership role. Google assigns Owner or Manager access to individual users. An Owner has full control and can add or remove users and delete the profile. A Manager has mostly the same profile access but cannot add or remove users or remove the profile.2 A profile can have multiple owners but only one primary owner.2
Access belongs to the user account, not to the name of the management surface. Google says each user needs their own Google Account, and an owner can invite someone through Business Profile settings → People and access → Add, then select Owner or Manager under Access and choose Invite.2 The guide to adding owners and managers to a Google Business Profile covers that role choice. Google's Help pages use Business Profile Manager for the management surface, while the owners-and-managers page uses Owner and Manager for user access roles.1,2 Business Profile Manager is the interface for multi-profile work; Owner and Manager describe the access level of the signed-in user.
