A profile can have multiple Google Business Profile owners, but only one primary owner. The owner role includes full control over the profile and the ability to manage access for other owners and managers.1 Google uses Co Owners for the additional-owner role in its primary-ownership guidance, while “co-owner” is the reader-facing form of this term.2
A co-owner is not a Manager. Google says Managers have mostly the same profile access as owners, but cannot add or remove users or remove the profile. Google’s guidance says only owners can change access roles, while its co-owner note says Co Owners upgrade themselves to Primary Owners.1,2
An ownership request is a separate process for a verified Business Profile controlled by someone else. Google notifies the current profile owner, who has 3 days to respond; approval lets the requester manage the profile, but it does not promise primary ownership. See Business Profile ownership request for that process and what happens if a Google Business Profile primary owner is unavailable for the related recovery question.3
